Pursuant to the Export Control Law of the People’s Republic of China, the Regulations of the People’s Republic of China on Export Control of Dual-Use Items, and Order No. 29 of 2005 jointly issued by the Ministry of Commerce and the General Administration of Customs (Measures for the Administration of Import and Export Licensing of Dual-Use Items and Technologies), as well as the Export Control List of Dual-Use Items of the People’s Republic of China and the Customs Import and Export Tariff of the People’s Republic of China (2026), the Ministry of Commerce and the General Administration of Customs have adjusted the Catalogue for the Administration of Import and Export Licensing of Dual-Use Items and Technologies. The adjusted Catalogue for the Administration of Import and Export Licensing of Dual-Use Items and Technologies is hereby promulgated.
Where import operators import radioactive isotopes, they shall, in accordance with the Regulations on the Safety and Protection of Radioactive Isotopes and Radiation-Emitting Devices and the relevant provisions of the Measures for the Administration of Import and Export Licensing of Dual-Use Items and Technologies, apply to the Ministry of Ecology and Environment for approval, and thereafter apply to the Quota and License Administration Bureau of the Ministry of Commerce for a dual-use items and technologies import license, on the basis of which import procedures shall be completed with Customs.
This Announcement shall come into official effect as of January 1, 2026. Announcement No. 67 of 2024 of the Ministry of Commerce and the General Administration of Customs (Catalogue for the Administration of Import and Export Licensing of Dual-Use Items and Technologies) shall be repealed simultaneously.
